Setting up a Croatian/Serbian/... Keyboard works fine except a non-functional minus/underscore key.

This is a known X bug, read also https://bugzilla.redhat.com/bugzilla/show_bug.cgi?id=126243

Solution:

just add the following line 

key <AB10> { [ minus, underscore, dead_belowdot, dead_abovedot ] };
to the /opt/ltsp/i386/etc/X11/xkb/symbols/pc/hr file

By the way, we used the following parameters in lts.conf: 

        XkbModel           = pc105
        XkbSymbols         = hr(pc105)
        XkbLayout          = hr
